Project Evaluation

PCS conducted the final, post-project evaluation for the "Study on Minimum Environmental Flow for Hydropower Projects in Bhutan," implemented by the National Environment Commission with funding from the Austrian Development Agency.

Outcomes

We delivered the following solutions to ensure compliance:

  • Reviewed the E-Flow document's relevancy and effectiveness in delivering the intended product.
  • Assessed the extent to which the project achieved its purpose and results, including its contribution to sustainable energy under SDG 7.
  • Assessed the design and coherence of the project, including the log frame matrix and underlying theory of change.
  • Assessed the country's ability to implement the E-Flow standards and strengthen institutional capacity, and the extent to which cross-cutting issues — gender, environment and social mainstreaming — were applied.
  • Designed a step-wise, nation-wide implementation strategy to carry the project's results forward.
