Evaluation and Assessment

The Bhutan for Life (BFL) Operating Manual states that periodic evaluations will take place every 2.5 years during the 14-year life of the BFL Program. The BFL Program (the “Program”) seeks to achieve a robust network of protected areas that contributes to human well-being and biodiversity conservation and increases Bhutan’s resilience to the effects of climate change. This sets out expectations for the 2.5-year evaluation of the Program.

Overview

The objectives of this evaluation are:

  • To assess progress towards conservation Milestones and Activities during the first 2.5 years of the Program.
  • Identify any Program design problems, and draw lessons learned that can improve Program effectiveness, efficiency, and sustainability of program benefits.
  • Based on this assessment, provide feasible recommendations regarding Milestones and Activities in the BFL Conservation Plan.

Outcomes

We delivered the following solutions to ensure compliance:

  • Desk review of BFL conservation plan, management plan, operating plan, annual work plans (AWP), budgets, GCF funding proposal, annual performance report (APR), minutes, relevant documents, and reports.
  • Inception report that outlines evaluation methodology.
  • Interviews, discussions and consultations with EEs, partners, and beneficiaries.
  • Mid-term compliance report (MTE) incorporating the feedback and comments.
